CITY OF HIBBING PARKS MASTER PLAN | 2023
Challenge: Barr Engineering, which contracted with the City of Hibbing to develop a new master plan for its Parks Department, sought a subcontractor to conduct a community engagement process. Hibbing’s park system included over 30 properties that had seen varying levels of investment and upkeep and had a diverse array of user groups with a stake in its future.
Role: Northspan developed a survey and worked to distribute both digital and physical copies around the community, generating over 600 responses from the public. It also facilitated a focus group with various user groups to identify major priority areas for the community. The engagement results were compiled into an extensive final report.
Results: Northspan’s engagement work informed Barr’s creation of the final master plan and was included in the document that will guide Hibbing’s parks for years to come.
